<p>Utility&#8217;s incentives, cheaper panels spur surge of alternative energy projects in Indianapolis</p>
<p>Indianapolis might not have Florida’s reputation for sunshine, but it’s quickly becoming a hub for solar energy.</p>
<p>The first phase of Indiana’s largest solar farm is under construction at Indianapolis International Airport. The airport announced a second phase Friday. And sizable farms have been proposed for land near the Indianapolis Motor Speedway and along Southport Road on the Far Southside.</p>
<p>Construction could begin on 31 large farms this year, and several smaller projects at homes and <a id="itxthook1" class="itxtnewhook itxthook" style="padding: 0px; border: 0px transparent; font-size: 100%; font-style: normal; font-weight: normal; text-decoration: none; display: inline; background-image: none; background-color: transparent;" href="#" rel="nofollow"><span id="itxthook1p" class="itxtrst itxtrstspan itxtnowrap"><span id="itxthook1w" class="itxtrst itxtrstspan itxtnowrap itxtnewhookspan" style="border-width: 0px 0px 1px; border-style: none none solid; border-color: transparent transparent #00cc00; padding: 0px 0px 1px !important; color: #009900; font-size: 100%; font-weight: normal; text-decoration: underline !important; background-color: transparent;">businesses</span><img id="itxthook1icon" class="itxtrst itxtrstimg itxthookicon" style="margin: 0px !important; padding: 0px 0px 0px 4px !important; vertical-align: baseline !important;" src="http://images.intellitxt.com/ast/adTypes/icon1.png" alt="" /></span></a> are in the works, according to Indianapolis Power &amp; Light, which keeps track of the projects.</p>
<p>If all of the projects are built, the energy they produce, coupled with energy produced by existing projects, would provide up to 100 megawatts of power per hour — enough to keep the lights and appliances running at 12,500 homes. Although that would account for only 1 percent of IPL’s power, it would be a significant increase compared with the amount generated elsewhere in Indiana and in neighboring states, IPL project engineer John Haselden said.</p>
<p>“One hundred megawatts of power in Indianapolis is probably more solar power than what’s in surrounding states combined,” Haselden said. “If they all get built, there would be quite a concentration of solar power.”</p>
<p>Some experts and activists question the cost and efficacy of solar, but it does offer several benefits.</p>
<p>The boom in Indianapolis presents a <a id="itxthook2" class="itxtnewhook itxthook" style="padding: 0px; border: 0px transparent; font-size: 100%; font-style: normal; font-weight: normal; text-decoration: none; display: inline; background-image: none; background-color: transparent;" href="#" rel="nofollow"><span id="itxthook2p" class="itxtrst itxtrstspan itxtnowrap"><span id="itxthook2w" class="itxtrst itxtrstspan itxtnowrap itxtnewhookspan" style="border-width: 0px 0px 1px; border-style: none none solid; border-color: transparent transparent #00cc00; padding: 0px 0px 1px !important; color: #009900; font-size: 100%; font-weight: normal; text-decoration: underline !important; background-color: transparent;">business</span><img id="itxthook2icon" class="itxtrst itxtrstimg itxthookicon" style="margin: 0px !important; padding: 0px 0px 0px 4px !important; vertical-align: baseline !important;" src="http://images.intellitxt.com/ast/adTypes/icon1.png" alt="" /></span></a> opportunity for companies that want to make use of unused land and rooftops. Solar power also could create hundreds of jobs and hundreds of millions in new construction projects.</p>
<p>It’s too early to tell how large and how lucrative the solar industry might be here because the boom is still in its infancy. Whether it will continue will depend largely on two of the factors that made it possible: incentives from the government and utilities such as IPL, and the decreasing cost of solar panels. As long as the incentives keep coming and the price of panels keeps dropping, experts expect more solar farms to be built.</p>
<p>“They’re definitely going to start popping up here pretty soon,” said Nick Melloh, president of Indianapolis-based Johnson-Melloh <a id="itxthook3" href="#" rel="nofollow">Solutions<img id="itxthook3icon" src="http://images.intellitxt.com/ast/adTypes/icon1.png" alt="" /></a>, which is helping to develop the solar farm at the airport.</p>
<p>IPL’s incentives for large solar farms have run their course. They ended March 30, and the deadline likely contributed to the recent surge in projects.</p>
<p>IPL is trying to limit how many farms are coming in so its customers won’t see a spike in their monthly bills. IPL pays solar owners more per watt for what they produce than the rate it charges customers to use the energy. So if all of the planned projects are built, IPL customers might see their bills increase by a few cents each month, Haselden said. The company will monitor the impact of projects that are in development before deciding whether to continue providing incentives for larger solar farms.</p>
<p>“We’re trying to be cognizant of rates, while at the same time developing renewable energy,” Haselden said.</p>
<h3>Why solar?</h3>
<p>People are beginning to explore solar energy for reasons ranging from efficacy and cost to emotion and aesthetics.</p>
<p>Power companies are more eager to invest in alternative energy because of restrictions on coal. The Environmental Protection Agency is increasingly regulating carbon dioxide, which coal-burning power plants release into the air. Some states require power companies to use some alternative energy sources. Indiana doesn’t have a mandate, but companies here are beginning to explore options other than coal.</p>
<p>“Every good portfolio has a diversification piece to it, just like your own investment,” Melloh said. “You spread it out to more conservative investments to know that in the long haul it’s going to pay off.”</p>
<p>Solar works better in Indianapolis than other types of alternative energy. It’s not very windy in Indianapolis, Haselden said, and it’s hard to build the tall turbines in the city. Biomass, which sometimes involves extracting methane from animal waste, also hasn’t worked well here because there aren’t many farm animals in the city.</p>
<p>Solar energy systems are becoming more affordable, too. Installing a system on a home five years ago cost about $8 per watt of energy produced, said Bill Hutzel, professor of mechanical engineering <a id="itxthook4" class="itxtnewhook itxthook" style="padding: 0px; border: 0px transparent; font-size: 100%; font-style: normal; font-weight: normal; text-decoration: none; display: inline; background-image: none; background-color: transparent;" href="#" rel="nofollow"><span id="itxthook4p" class="itxtrst itxtrstspan itxtnowrap"><span id="itxthook4w" class="itxtrst itxtrstspan itxtnowrap itxtnewhookspan" style="border-width: 0px 0px 1px; border-style: none none solid; border-color: transparent transparent #00cc00; padding: 0px 0px 1px !important; color: #009900; font-size: 100%; font-weight: normal; text-decoration: underline !important; background-color: transparent;">technology</span><img id="itxthook4icon" class="itxtrst itxtrstimg itxthookicon" style="margin: 0px !important; padding: 0px 0px 0px 4px !important; vertical-align: baseline !important;" src="http://images.intellitxt.com/ast/adTypes/icon1.png" alt="" /></span></a> at Purdue University. Now, home systems cost about $5 a watt. Most arrays at homes range from 1 kilowatt to 10 kilowatts, so they can cost as little as $5,000 or as much as $50,000.</p>
<p>Installing a larger farm could cost $3 to $4 a watt. A decade ago, the first phase of the airport project, which is expected to cost about $30 million, likely would have been at least twice as expensive to build, Hutzel said.</p>
<p>Companies can use solar farms to turn a profit on land that is otherwise unusable. For example, the airport couldn’t build on certain parts of its land because of FAA regulations, so it asked developers to come up with proposals for a solar farm. The first phase will have about 40,000 solar panels and generate 10 megawatts of energy per hour, enough to power more than 1,200 homes. The second phase, which could be under construction later this year, likely will have just as many panels, Melloh said.</p>
<p>The solar farm is expected to be lucrative for everyone involved. The airport will make $315,000 a year leasing the land to ET Energy Solutions, a limited liability company created by Johnson-Melloh Solutions and Telamon, which are partnering to develop the farm. Energy investment and development company General Energy Solutions will buy the farm and the LLC. Melloh declined to disclose the sale price, but he said they will make more than what they paid to develop the farm. GES then will sell the energy the farm generates to IPL.</p>
<p>The project also will create 140 temporary construction jobs and about 12 full-time jobs for people who will run the farm, Melloh said.</p>
<p>That could be just the tip of the iceberg. If all 31 Indianapolis projects are developed, they would create $300 million in new construction projects and hundreds of jobs.</p>
<p>Incentives offered by the government and IPL are the driving force behind the solar boom.</p>
<p>The federal government offers homeowners and businesses a tax credit for 30 percent of the cost of solar energy systems.</p>
<p>IPL’s incentive program for solar farms started in 2010. The utility pays 20 cents to 24 cents for every kilowatt hour produced by solar farms that have the capacity to produce more than 20 kilowatt hours. That program won’t be renewed until IPL evaluates the impact the sudden influx of solar farms has on IPL and its rates.</p>
<p>IPL charges customers 5 cents to 8 cents per kilowatt hour of energy that they use, so if it’s buying solar energy from farm owners for three to four times that rate, customers will have to bear the burden of some of the cost, Haselden said. The extra cost would amount to less than $1 a month on a monthly bill.</p>
<p>A program that pays a one-time incentive of up to $4,000 to homeowners and businesses with solar panels capable of producing less than 20 kilowatt hours will continue at least through this year. IPL wants to continue it into 2014 but hasn’t yet received approval yet from the Indiana Utility Regulatory Commission, Haselden said.</p>
<p>Incentives from power companies seem to be a rarity in Indiana. At least one other company, Indiana Michigan Power, offers financial support to those who pursue solar and other renewable energy projects. But Duke Energy, which is Indiana’s largest electric supplier, doesn’t offer its 790,000 customers any incentives for installing solar.</p>
<p>“We have to learn from what we’ve got in the pipeline now before we go forward,” Haselden said.</p>
<h3>An uncertain future</h3>
<p>It’s difficult for anyone to predict how solar energy will fare in Indiana because there are no existing projects that rival the size of some of the planned solar farms.</p>
<p>The largest completed solar array sits on top of the Maj. Gen. Emmett J. Bean Federal Center in Lawrence.</p>
<p>That array, finished in 2011, includes more than 6,100 solar panels and receives money from IPL for the 1.8 megawatts of energy per hour it produces. Its output will pale in comparison to the output of the airport’s farm and others that could be built this year.</p>
<p>Solar truly is in its infancy in Indiana, said Douglas J. Gotham, director of the State Utility Forecasting Group at Purdue.</p>
<p>“When industry is in its early stages and you’re continually seeing new developments,” Gotham said, “it’s really difficult to see where it’s going to go.”</p>
<p>Solar has plenty of critics. Some neighbors of solar farms proposed off of Southport Road raised several concerns before the city approved the project. The neighbors said they worried that living next to fields of solar panels would reduce the value of their homes and that the panels would produce a glare.</p>
<p>Solar also cannot be the sole source of power for homes and companies. There is no way to store solar energy, so without other sources, people would lose power at night and on cloudy days.</p>
<p>And solar still is expensive, despite the gradual decline in cost. The incentives IPL offers make it more affordable, but they come at other customers’ expense.</p>
<p>If IPL’s incentives go away permanently, Hutzel said, Indianapolis won’t see new projects.</p>
<p>“You’d see these projects stop overnight,” he said.</p>
<p>Without extra help from IPL and other companies, businesses wouldn’t have much financial motivation to invest in solar energy. Indiana is behind other states such as California that offer their own incentive programs.</p>
<p>Melloh said he hopes IPL will resume offering incentives so that the boom isn’t short-lived.</p>
<p>It would put Hoosiers to work, he said, and would ensure the state has other viable power sources if carbon dioxide regulations tighten.</p>
<p>“It makes a lot of sense right now,” Melloh said, “to go ahead and diversify and hedge a little bit for the future.”</p>

<p>NEWS RELEASE</p>
<p>The Indianapolis Airport Authority (IAA) announced today that it has selected a Joint Venture group between two locally owned companies, <a href="http://johnsonmellohsolutions.com/about/" target="_blank">Johnson Melloh Solutions</a> and Telamon, to develop a second 10-megawatt Solar Farm on Indianapolis International Airport (IND) property. Bulldog Energy Airport, LLC and Indy Airport Solar Project II, LLC will co-develop the solar farm located directly west of the phase 1 solar farm currently under construction.</p>
<p>When the projects are completed, IND will be the site of the largest airport-based solar farm developments in the country.</p>
<p>Under the terms of the agreement, Bulldog Energy Airport, LLC and Indy Airport Solar Project II, LLC will finance, design, construct, and operate the facility on land leased from the IAA.</p>
<p>Design and utility interconnection studies are already approved, and construction could begin as early as the third quarter of 2013. Combined phase I and phase II projects will exceed 20 megawatts.</p>
<p>The phase 2 solar farm is expected to produce more than 15 million kilowatt hours of electricity annually, or enough power for 1,200 average American homes for one year. This is comparable to preventing approximately 10,700 tons of CO2 from being released into the environment each year, which is the equivalent of removing approximately 2,000 cars from the road. To help raise awareness of solar energy, real-time output data will be available to the public.</p>
<p>Electricity generated by the airport solar farm will be fed directly into the grid operated by the Indianapolis Power and Light Company (IPL) through existing surface transmission lines that connect the airport terminal to the IPL substation west of the airport. No public funds or airport costs are anticipated to be involved in the project.</p>
<p>&#8220;Development of a second IND-based solar farm is the result of our continued focus on both economic sustainability and environmental commitments,&#8221; said Robert Duncan, executive director for the IAA. &#8220;The solar farms allow previously undeveloped land to begin generating solar energy as well as significant sources of non-airline revenues for the IAA. This creates benefits for all airport stakeholders, better positions us to sustain current and future air service, and adds to the more than $55 million in state and local tax revenues annually generated as a result of the airport’s presence.&#8221;</p>
<p>&#8220;We are excited to see the economic impact from the construction jobs created from not only this project, but the approximately 300 million dollars of projects identified in the IPL pipeline,&#8221; said Bob McKinney, Chief Operating Officer at Johnson Melloh Solutions.</p>

<p>Today representatives from business, government and renewable energy gather at Indianapolis International Airport (IND) for the official groundbreaking of the largest airport solar farm in North America. Partners in this 75-acre, $35 &#8211; $40 million alternative energy project include IND, the City of Indianapolis, General Energy Solutions Inc., Telamon Corporation, Johnson Melloh Solutions, Indianapolis Power &amp; Light Company and Cenergy Power.</p>
<p>“Today’s groundbreaking marks the latest step by the City of Indianapolis to encourage the development and use of renewable energy sources,” said Mayor Greg Ballard. “Through our Office of Sustainability and my initiative to transition the city’s entire vehicle fleet to post-oil fuel by 2025, Indianapolis is quickly becoming a leader in the Midwest in embracing new energy technologies.”</p>
<p>“As the economy of Indiana is continuing to expand and make a solid effort toward strong solar policy, we are pleased to be able to play a role in expanding the growth of the solar industry in the state of Indiana”, said David Su, CEO of General Energy Solutions Inc., owner of this airport solar project.</p>
<p>“Johnson Melloh Solutions is excited by today’s official groundbreaking as it is the capstone to two years of hard work and perseverance developing the project,” said Nick Melloh, company president and co-founder. “It is our hope that this project will set the stage for future solar development in the city and around central Indiana.”</p>

<p>“Hosting the largest airport-based solar farm in the country supports both environmental and economic sustainability at the Indianapolis International Airport,” said Robert Duncan, executive director of the Indianapolis Airport Authority. “Through this public-private partnership, we are able to create a use for otherwise undevelopable land, benefit from a new source of non-airline revenue, increase the tax revenues we generates for local municipalities, and add to the many ways we incorporate sustainability into airport operations.”</p>
<p>“Solar generation is an important part of IPL’s commitment to developing alternative resources,” said Ken Zagzebski IPL’s President and CEO. “We have increased our diverse resources portfolio ranking 8th in the U.S. in available wind-capacity on a per customer basis, and we look forward to this possible significant increase in solar generation.”</p>
<p>The general contractor and construction management company selected for the IND Solar Farm installation will be Cenergy Power. Cenergy Power is a value-added solar EPC company comprised of seasoned power system professionals and financial experts focused on delivering unmatched value to utility, commercial, and agricultural end-users interested in solar photovoltaic solutions.</p>

<p>When the IND Solar Farm is completed real-time web-based software will be available on their Website so school children, academics and the general public can learn more about renewable energy.</p>
<p>As travelers arrive and depart the LEED® certified IND campus during the next few months they will see holes being dug, concrete poured and solar arrays mounted for more than 41,000 solar panels, with the capacity to annually generate more than 15 million kilowatt hours of electric energy.</p>

<p>INDIANAPOLIS &#8211; Construction of the largest planned airport solar farm in North America is set to begin in March 2013 at the entrance to the Indianapolis International Airport (IND). This $35-$40 million dollar alternative energy project is a significant public-private partnership that includes the<a href="http://www.indianapolisairport.com/"> Indianapolis Airport Authority (IAA)</a>, the City of Indianapolis, and privately held businesses <a href="http://www.telamon.com">Telamon Corporation</a>, <a href="http://johnsonmellohsolutions.com/project-gallery/">Johnson Melloh Solutions,</a> and the <a href="http://www.IPLpower.com">Indianapolis Power &amp; Light Company.</a> All entities involved are committed to finding a creative solution to increasing sustainability in Indianapolis while helping diversify renewable sources of electric power for Indianapolis business and residential customers.</p>
<p>Upon its completion the 75-acre solar farm, designed and built by two local companies <a href="http://www.Telamon.com">Telamon Corporation</a> and <a href="http://johnsonmellohsolutions.com/project-gallery/" target="_blank">Johnson Melloh Solutions</a>, will have the capacity to produce enough renewable energy to prevent approximately 10,700 tons of carbon dioxide from being released into the environment each year—the equivalent of removing approximately 2,000 cars from the roads of central Indiana.</p>
<p>“Typically alternative energy projects of this size take 18-24 months of planning and development after all agreements have been signed. Our solar farm project is on schedule,” said Eric Tate, Executive Vice President for Telamon’s Energy Solutions division.</p>
<p>IND Solar Farm developers Telamon Corporation and Johnson Melloh Solutions report that the Federal Aviation Administration “FAA” approval has been received and it is anticipated that all other permits will be obtained, including:  drainage, structural, electrical and airport work permits.</p>

<p>As operations begin later this year, the IND-based solar farm will comprise more than 41,000 solar panels, annually producing more than 15 million kilowatt hours of electric energy, enough to power more than 1,200 average American homes for a year.<br />

<p>In 1980, after living in the woods of Vermont without electricity for five years, I bought my first photovoltaic (PV) module. Responding to a small ad in <em>Mother Earth News,</em> I sent a check to Joel Davidson, a back-to-the-land urban refugee who was facilitating a bulk purchase of PV panels. From his off-grid acreage in Pettigrew, Arkansas, Davidson was selling 33-watt Arco Solar modules for $275 each.</p>
<p>Many people ask, “How long do solar panels last?” To mark the 30th anniversary of my first PV module, I decided to climb up on my roof and bring it down for testing.</p>
<p>My Arco Solar panel (model 16-2000) was manufactured at a plant in Chatsworth, California. The module was designed to charge a 12-volt battery at a maximum voltage of about 16 VDC. When new, the 33-watt module produced 2.0 amps in full sunlight.</p>
<p>After being exposed to the weather for 30 years, how’s the old Arco module working now?</p>
<p><strong>Better than factory specs</strong><br />
I decided to test my old PV module by connecting it directly (with no intervening battery) to two different 12-volt loads: a 35-watt incandescent light bulb, and a blower rated at 4.5 amps (about 54 watts).</p>
<p>I ran the test in my backyard, on a sunny day at about 11:30 a.m. The outdoor temperature was about 50°F.</p>
<p>The old PV module passed with flying colors. It easily powered up the light bulb; my Fluke multimeter showed that under a full load of 2.015 amps, the module’s voltage was an impressive 14.93 volts.</p>
<p><strong>Cranking out 2.5 amps in full sunlight</strong><br />
The next test was more challenging: I hooked up the 54-watt blower directly to the panel. Wow! The blower started spinning at a fast clip. According to the Fluke multimeter, the blower was drawing 2.5 amps from my ancient solar panel — more power than would be expected from the factory specs.</p>
<p>I described my test to Raju Yenamandra, the North American head of sales and marketing for SolarWorld, the current owner of the old Arco Solar factory in California. “That’s unbelievable,” said Yenamandra.</p>
<p>When I explained that the outdoor temperature was rather cool, and the sky was unusually clear, Yenamandra did some quick math. “Well, it’s possible for you to get a 10% boost in performance due to the cool temperature. So, 33 watts times 1.1 is 36.3 watts, divided by 14.6 volts is 2.48 amps. That explains your results. Your module is still performing to factory specifications — or perhaps a little better. That’s very good. We usually tell people to anticipate a performance degradation of 0.27% per year.”</p>
<p>When I told Yenamandra that the PV module’s serial number is 256387, he informed me that it was manufactured in 1979, during the very early years of Arco’s PV manufacturing history.</p>
<p>Joel Davidson, the PV dealer who sold me my solar panel, now lives in California. When I called him up, he was happy to reminisce about the early days of PV. “I was selling to a range of people: back-to-the-land hippies, right-wing extremists and survivalists, engineers, hobbyists, and Christian missionaries on their way to Africa,” said Davidson. “Most of my customers were back-to-the-landers on the West Coast.”</p>
<p><strong>It should be good for a few more decades of service</strong><br />
PV manufacturers have made several improvements since I bought my first module three decades ago. While my old Arco panel has simple electrical lugs on the back side for wiring, newer modules have sturdier junction boxes. Manufacturers have also improved the encapsulants and the lamination material. (Early modules used polyvinyl butyral, or PVB; manufacturers have since switched to ethylene vinyl acetate, or EVA).</p>
<p>My old module shows no signs of browning, electrical corrosion, or water intrusion. It certainly looks as if it’s ready to perform for another decade or two.</p>
<p>“A PV cell is a rock that makes electricity,” said Davidson. “Unless something corrodes the electrical contacts, it will still keep working.”</p>

<p>Plans to make <a href="http://www.indianapolisairport.com/http://">Indianapolis International Airpor</a>t home to the largest solar farm of any airport in the country took a definitive step forward Friday morning.</p>
<p><a href="http://www.indianapolisairport.com/">The Indianapolis Airport Authority</a> approved entry into a 30-year land lease agreement with<a href="http://johnsonmellohsolutions.com/our-partners/"> ET Energy Solutions</a> for a 75-acre solar farm to be located at the airport entrance.</p>
<p>Eric Anderson, director of properties, said there were eight firms that submitted bids during the request for proposal process that began in July 2011, and ET Energy Solutions won out.</p>
<p>But before the company can begin the construction process, the solar farm must gain final approval from the Indiana Utility Regulatory Commission.</p>
<p>Kurt Schneider, president of ET Energy Solutions, said he expects approval to come within the next 45 days.</p>
<p>Eric Anderson, properties director, said the solar farm is a chance for the airport to gain extra revenue, give purpose to otherwise unusable land and make a statement about green energy.</p>
<p>&#8220;It is our objective, as well as others, to become more green,&#8221; Anderson said. &#8220;This is far and above a community statement, having this large solar array strategically located in a very visible area that anyone can see coming to and from the airport.&#8221;</p>
<p>The 52,400 solar panels would generate 17,500,000 kilowatt hours per year &#8212; enough to power 17,050 homes.</p>
<p>&#8220;There&#8217;s not too many times when you have a win-win-win situation,&#8221; Schneider said. &#8220;But the airport wins, jobs win and the economy wins.&#8221;</p>
<p>The airport will receive $315,000 in annual revenue from the land lease agreement. The solar energy produced will be sold to Indiana Power &amp; Light through a 15-year power purchase program.</p>
<p>Schneider said pending a green light from the IURC, construction would begin in early winter, creating 140 temporary jobs. There will be 12 permanent positions once the solar farm is operational.</p>
<p>ET Energy Solutions is made up of renewable energy contractor <a href="http://johnsonmellohsolutions.com/http://">Johnson Melloh Solutions</a> and computer and electronic firm the <a href="http://www.telamon.com/">Telamon Corp</a>.</p>
<p>The solar farm would be a $30 million investment for the company with a 10 to 15 percent internal rate of return.</p>
<p>Other airports, like Denver International and Fresno, Calif., already have placed solar farms on unused land.</p>
<p>But Schneider said if the IAA&#8217;s solar farm grows into a second and third phase, as he anticipates it will, &#8220;No one will be able to touch us.&#8221;</p>
